Hakim Owiny

I am a passionate cycling advocate and community leader dedicated to transforming urban mobility in Kampala by promoting a cycling culture that connects people, communities, and the environment. Over the years, I have cycled to create awareness on the urgency for safe and inclusive roads that empower active Kampala urban daily commuters to walk and cycle confidently across the city.

As the founder of Kampala Cycling Day, a monthly community-driven advocacy platform, I have worked with partners to mobilise citizens, government agencies, and the private sector, to raise awareness about increasing air pollution in Kampala, road safety, and the importance of active mobility as central pillars of sustainable urban living.

The cycling advocacy I lead focuses on integrating cycling into city planning, public policy, and community consciousness as a pathway toward cleaner air, climate resilience, and sustainable urban commuting.

What are your plans as Bicycle Mayor?

During my term, I plan to strengthen and expand Kampala Cycling Day into a citywide movement that attracts large numbers of daily commuters and community participants, turning cycling into a visible symbol of sustainable urban living.

I will actively engage media, government institutions, and development agencies in the Cycling for Clean Air campaign to promote cycling as a practical solution to air pollution and traffic congestion.

In addition, I am launching Edu-Cycling, targeting school-going pupils to instil in them the values of cycling, early literacy, environmental responsibility, and road safety from an early age. Through these endeavours, my goal is to inspire a new generation of cyclists, build public confidence in non-motorised transport, and position Kampala as a model city for clean, safe, and inclusive mobility in Africa.
